NOAA rescinds proposed boat speed limit after Rep. Carter's intervention

Rep. Earl L. "Buddy" Carter (R-GA) has successfully persuaded the National Oceanic and Atmospheric Administration (NOAA) to withdraw a proposed speed restriction for boats measuring 35 to 65 feet along the Atlantic Coast. The proposal aimed to protect the North Atlantic right whale from extinction but raised concerns among boaters, harbor pilots, and business owners about potential safety risks for commercial vessels and threats to American jobs.

Carter expressed satisfaction with NOAA's decision, stating, "I am thrilled that NOAA made the right decision to protect harbor pilots, small business owners, and our coastal economy." He emphasized that tracking technologies could help prevent vessel strikes on right whales.

In June 2023, Carter introduced a bipartisan bill seeking to delay funding for the speed restriction until new monitoring systems for North Atlantic right whales were fully implemented by the Department of Commerce.

Griff Lynch, President and CEO of Georgia Ports Authority, agreed with Carter's stance. "We’re in full agreement with Rep. Buddy Carter," he said. Lynch acknowledged the need for reasonable regulation but stressed that any new measures must balance conservation goals with safe cargo movement.

Mike Leonard from the American Sportfishing Association welcomed the withdrawal of what he called a "draconian vessel speed rule." He expressed readiness to collaborate on solutions that incorporate innovative safety technologies while protecting both marine life and industry interests.

Frank Hugelmeyer of the National Marine Manufacturers Association thanked Congressman Carter for his leadership in safeguarding coastal communities and leveraging technology to protect endangered marine mammals.
