Rep. Earl L. "Buddy" Carter has introduced the Proportional Reviews for Broadband Deployment Act, aimed at easing regulatory barriers for broadband deployment. The proposed legislation targets the current requirements for environmental and historic preservation reviews when making changes to existing wireless towers.

Carter argues that these reviews cause significant delays in necessary broadband improvements, particularly affecting rural areas that need high-speed internet access. "Unnecessary permitting requirements for basic wireless tower upgrades are preventing high-speed internet access to those who need it most," Carter stated. He emphasized that the bill is a "commonsense" approach to ensure essential upgrades to wireless infrastructure proceed without bureaucratic hindrances.

The full text of the bill is available for public reading.
