Subcommittee Chair Carter Introduces Bill to Reverse Negative Impacts of Biden’s Air Quality Standards

Energy and Commerce Subcommittee on Environment, Manufacturing, and Critical Materials Chair Earl L. “Buddy” Carter has introduced a bill aimed at reversing the negative impacts of the Biden administration's air quality standards. H.R. 7650, titled the Air Quality Standards Implementation Act of 2024, seeks to reform the process used by the U.S. Environmental Protection Agency (EPA) to establish and implement the National Ambient Air Quality Standards (NAAQS).

In response to the EPA's tightened standards for fine particulate matter (PM2.5), Rep. Carter emphasized the importance of balancing environmental protection with economic growth. He stated, "The Clean Air Act was established to enhance American productivity, not kill it, and we must ensure that NAAQS implementation does not prevent economic growth and development."

Supporting the bill, Energy and Commerce Committee Chair Cathy McMorris Rodgers highlighted the need for reasonable solutions that protect public health while maintaining economic leadership. She commended Rep. Carter for his leadership on the legislation, emphasizing its potential to improve livelihoods and support American jobs.

Several original cosponsors of the bill also expressed their support and concerns regarding the EPA's proposed air quality standards. Congressman Brett Guthrie criticized the Biden administration for circumventing existing laws and issuing standards that could harm local communities and economies. Similarly, Rep. Randy Weber stressed the importance of protecting health without jeopardizing domestic manufacturing.

Other cosponsors, such as Rep. David Valadao and Rep. Rick Allen, voiced their commitment to improving air quality while supporting economic development. They emphasized the need for feasible standards that do not hinder industries or job growth.

The bill aims to address various issues by dictating a predictable timeline for NAAQS review, considering attainability, and providing flexibilities to areas in nonattainment. It also strengthens the role of states in the scientific advisory process and ensures that states have sufficient time to revise implementation plans before federal intervention.

Overall, the Air Quality Standards Implementation Act of 2024 seeks to strike a balance between environmental protection and economic growth, ensuring that America maintains its high environmental standards while supporting its economic potential.
